About the position

As a Lead Human Resources Specialist in the Career Development Department of the Human Capital Management Group at NAVAIRWARCENAC Division, you will play a pivotal role in providing personnel support and management services to military and civilian managers, employees, and tenant activities. Your primary responsibility will be to lead the Training Operations team, overseeing the planning and administration of employee and organizational training, education, and development programs specifically for the Puxent River complex. This position requires effective communication of team assignments and projects, ensuring that deadlines and time frames for completion are met. You will collaborate with team members to resolve issues and solve problems, fostering a team-oriented environment. Additionally, you will be responsible for training staff on team-building techniques and guiding them in accomplishing tasks or projects collaboratively. In your role, you will serve as a subject matter expert, leading the planning and administration of training and educational activities. This includes providing oversight for training purchasing processes, such as the use of the SF-182 and training purchase cards, while ensuring compliance with associated regulations. You will also instruct on training systems, ensuring that all team members are well-versed in the necessary procedures and protocols. Your recommendations regarding team and individual awards, rewards, and recognition will be communicated to your supervisor, highlighting your leadership and advocacy for your team’s achievements. This position is essential for enhancing the capabilities of the workforce and ensuring that training programs align with organizational goals and objectives.

Responsibilities

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Must successfully pass the E-Verify employment verification check.
  • Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • At least one year of specialized experience equivalent to the GS-11/12 grade level in the Federal service or equivalent experience in the private or public sector.
  • Technical subject matter expertise in human capital disciplines.
  • Ability to handle complex issues and provide sound advisory services to management and Command leadership.
  • Experience in leading human capital audits and special projects.
  • Ability to plan and develop programs, evaluate results, and use findings for program modifications.
