About the position

The Lead Human Resources Specialist position at the Federal Election Commission (FEC) is a key role within the Office of Human Resources (OHR). This position involves providing policy guidance and operational support to the OHR team, managers, and agency staff in various areas of human resources management. The specialist will be responsible for advising on HR programs, ensuring compliance with regulations, and facilitating strategic planning and team initiatives.

Responsibilities

  • Provide technical advice and assistance in various HR programs such as recruitment & placement, performance management, compensation, employee benefits, training, employee relations, HR development, personnel action processing, and data reports.
  • Advise FEC leaders and staff on all aspects of HR program issues including pay administration, Fair Labor Standards Act (FLSA), bargaining unit inclusion, position designation, and agency personnel instructions.
  • Serve as coach, facilitator, and/or negotiator in coordinating team initiatives, strategic planning, and consensus-building activities among team members.
  • Monitor, interpret, and implement new or proposed complex legislation, regulatory, and/or policy guidance affecting HR program areas.
  • Collaborate with the Director on program implementation, monitoring goals, interagency reporting requirements, and the preparation of the FEC's annual reports.

Requirements

  • At least one full year of specialized experience in developing agency-wide related policies, ensuring alignment with statute and regulation, and achieving program objectives.
  • Experience applying human resources rules, policies, regulations, and procedures to provide advisory services to managers and employees on pay, leave, premium pay, or work schedule issues.
  • Experience conducting briefings or presenting findings and solutions related to various audiences regarding pay, premium pay, leave, hours of work, or work schedules.
  • Experience developing strategic policy documents in the areas of pay, premium pay, leave, hours of work, or work schedules.

Nice-to-haves

  • Knowledge of hiring, classification, benefits, labor relations, negotiation, and federal, state, and local employment regulations.
  • Strong leadership skills to influence and motivate others.
