About the position

The Lead IT Application Developer position at the Arkansas Department of Transportation is responsible for providing operational support for technology solutions, ensuring that the department's needs are met through effective troubleshooting and resolution of complex system issues. This role serves as a key point of contact for advanced technology-related challenges and involves collaboration with various teams to enhance software applications and systems.

Responsibilities

  • Install, configure, test, maintain, monitor, and troubleshoot technology solutions.
  • Perform on-site analysis, diagnosis, and resolution of complex system problems for end-users.
  • Recommend, schedule, and perform system improvements, upgrades, and repairs.
  • Liaise with IT support sections and provide training on system issues.
  • Assist in conceptualizing and developing new software programs and applications.
  • Plan phases of the software development life cycle (SDLC) for various projects.
  • Prepare and document software requirements and specifications.
  • Research and document requirements of software users.
  • Conduct research on emerging application development software products and standards.
  • Write, translate, and code software programs according to specifications.
  • Run and monitor software performance tests and deliver solutions to problem areas.
  • Generate statistics and prepare reports on the programming process status.
  • Assist in the development and maintenance of user manuals and guidelines.
  • Write programming scripts to enhance application functionality and appearance.
  • Liaise with network administrators and software engineers to resolve software issues.
  • Lead and provide guidance to junior software developers.

Requirements

  • Bachelor's degree in computer science, computer information systems, or related field, or equivalent experience with a high school diploma and 4 years of advanced application development support.
  • Hands-on software troubleshooting experience.
  • Experience with phases of the software development life cycle (SDLC).
  • Strong written and oral communication skills with technical documentation ability.
  • Ability to utilize office productivity software such as Microsoft Office.
  • Working technical knowledge of current programming languages and Microsoft SharePoint.
  • Ability to lead others and work in a team-oriented environment.

Nice-to-haves

  • Experience with Microsoft Power Platform and web development.
  • Knowledge of applicable data privacy practices and laws.
  • Familiarity with current software development methodologies.
