About the position

The CalSTRS Pension Solution Division is seeking a motivated individual to work as a Staff Services Manager I (Specialist) on the Learning & Development Team. The Pension Solution project is a significant initiative aimed at replacing CalSTRS' legacy pension administration system, START. This custom-built system currently manages and administers the State Teachers' Retirement Plan for employers, members, participants, and their beneficiaries. The new Pension Solution will enhance the existing functions supported in START, including contribution reporting and collections, crediting service, member demographic information maintenance, service credit purchases, benefit application processing, benefit calculation, benefit payroll, third-party deductions and disbursements, tax reporting, receivables and collections, correspondence and statement generation, and event tracking. The upgraded systems will provide increased flexibility as business and technologies evolve, allowing CalSTRS to better meet the growing needs of its members. Under the general direction of the Staff Services Manager II (SSM II) in the Learning and Development (L&D) unit, the Lead Learning and Development Specialist will serve as the L&D expert between Technology Services project teams, vendor partners, other CalSTRS business areas, employers, and members. The incumbent will be responsible for planning, developing, implementing, and managing a variety of complex L&D activities associated with highly complex and sensitive technology implementations. This position requires a high degree of independence and decision-making authority, working closely with leadership to prepare staff for the adoption of new technologies and processes through various L&D activities. The successful completion of the largest and most complex enterprise projects involving technology systems will depend on the incumbent's ability to implement L&D strategies that provide quality training products, maximize employee engagement, and ensure effective and positive adoption of technology systems. This role will also function as a high-level Subject Matter Expert (SME) to meet the Pension Solution business, schedule, and budget objectives.

Responsibilities

  • Serve as the L&D expert between Technology Services project teams, vendor partners, and other CalSTRS business areas.
  • Plan, develop, implement, and manage complex L&D activities associated with technology implementations.
  • Work with leadership to prepare staff for the adoption of new technologies and processes.
  • Implement L&D strategies that provide quality training products and maximize employee engagement.
  • Ensure effective and positive adoption of technology systems through various L&D activities.
  • Function as a high-level Subject Matter Expert (SME) for the Pension Solution project.

Requirements

  • Knowledge of adult learning principles and instructional design models.
  • Knowledge of project management methodology including system development lifecycle and requirements management.
  • Experience providing diverse learning opportunities including instructor-led training, computer-based training, webinars, and video clips.
  • Knowledge of change management methodologies including communication and dissemination techniques.
  • Ability to analyze complex program implementation problems and develop effective solutions.
  • Excellent time management skills for efficient project completion and prioritization of assignments.
  • Ability to work independently and in a team environment.
  • Strong commitment to delivering quality service and providing options to customers with diplomacy.
