About the position

The Lead Program and Compliance Manager at Lehigh County Authority (LCA) is responsible for ensuring compliance with drinking water and wastewater regulations, particularly focusing on the Lead and Copper Rule Improvements. This role involves strategic leadership, program management, regulatory compliance, data analysis, and public engagement to enhance water quality standards and public health.

Responsibilities

• Develop and implement strategies and standard operating procedures for compliance activities related to the Lead and Copper Rule (LCRR/I).
• Lead and manage key programs, ensuring project milestones are met and collaborating with internal and external partners.
• Create and deliver training programs for staff on compliance requirements and best practices.
• Ensure adherence to federal, state, and local water and wastewater regulations, managing lead service line inventories and replacement plans.
• Supervise data collection for water and wastewater operations, ensuring accuracy and regulatory alignment.
• Analyze data to track compliance and evaluate program success, generating insights for operational improvements.
• Prepare and review detailed reports on compliance and program performance, ensuring timely regulatory reporting.
• Lead public outreach efforts to educate the community about lead and water quality.

Requirements

• 5+ years of experience in a water compliance management role, with project management experience preferred.
• Bachelor's degree in a technical discipline, environmental science, or chemistry is preferred.
• Proficiency in Microsoft Office and project management software (Procore preferred).
• In-depth knowledge of compliance within the water/wastewater industry.
• Strong communication skills for engaging and presenting information clearly.
• Proven leadership skills with the ability to build effective relationships across all levels.
