About the position

The Lead, Program Finance position at L3Harris involves providing financial guidance, strategy, forecasting, and business management to ensure programs remain on track. This role requires collaboration with various departments using Earned Value Management System (EVMS) to maintain accurate project information and support national security missions. The ideal candidate will be proactive, detail-oriented, and possess strong communication skills to work effectively with stakeholders.

Responsibilities

  • Act as the subject matter expert for financial performance of programs, providing early warnings of potential performance issues and identifying risks.
  • Guide program financials including development of time-phased integrated budgets and schedules, Earned Value (EV) data compliance and reporting.
  • Conduct budgeting, cost control, variance analysis, internal/external reporting, risk management, and financial support.
  • Develop quarterly Estimate at Complete (EAC) reports and assist in accurate projections of Estimate to Complete (ETC) and Latest Revised Estimate (LRE) data.
  • Educate and lead financial analysts in organizing Work Breakdown Structures (WBS) and maintaining charge numbers.
  • Monitor costs and personnel to ensure actuals are within budget and charged to the correct end objective.
  • Lead financial analysts in workforce planning, forecasting, and reporting.
  • Extract and reconcile accounting data.
  • Generate program financial artifacts such as EV reports and customer reporting.
  • Develop and present program financial status briefings to customers.
  • Educate PMO and CAMS on internal reports regarding cost and schedule performance.
  • Provide leadership and mentorship to finance professionals.
  • Communicate changes to practices and processes within and outside the organization.
  • Suggest and implement new process improvement initiatives.
  • Perform ad-hoc analysis, data integrity checks, and validations related to program financials.
  • Maintain knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Generally Accepted Accounting Principles (GAAP).
  • Mentor junior analysts on investigations and root cause analysis.

Requirements

  • Bachelor's Degree and minimum 9 years of prior relevant experience, or a Graduate Degree with a minimum of 7 years of prior related experience, or in lieu of a degree, a minimum of 13 years of prior related experience.
  • Proficient in advanced features of MS Office Suite, especially Excel, Word, Outlook, and PowerPoint.
  • Proficient with Earned Value Management System (EVMS) methodology and tools, preferably Cobra.
  • Experience with Deltek Cobra, PeopleSoft, and ProPricer is preferred.
  • DoD contractor experience is preferred.
