About the position

The Lead Program Manager, Solar for All, will oversee the administration of the ESFA program and the development of the Statewide Solar for All and REACH programs aimed at low-income electric customers in New York. This role is crucial in delivering community solar bill credits to approximately 150,000 low-income customers, contributing to National Grid's decarbonization strategy and commitment to a clean, fair, and affordable energy future.

Responsibilities

  • Support the enrollment of projects into the SSFA and REACH program.
  • Collaborate with Billing, IT, Customer Energy Integration, and Customer Experience to implement system improvements.
  • Enhance and develop new reporting as required.
  • Manage the process and completion of low-income compliance reporting, including semi-annual and annual reports, and internal/external data requests.
  • Track monthly credits and verify billing information related to the program credit pool and Admin Fee.
  • Assist pricing and regulatory with the annual process for ESFA, SSFA, and REACH discount recalculations and coordinate required communications.
  • Assist with Tariff filings related to low-income customers.
  • Calculate and track credit allocations to participating customers.
  • Develop, maintain, and communicate internal processes and procedures.
  • Provide analysis of program enrollments to ensure program integrity, review data in reports, document findings, and implement necessary program changes.
  • Track ongoing program costs.
  • Prepare low-income representatives to field questions about the program.
  • Prepare and distribute educational materials about the program.
  • Answer questions about the program from internal and external stakeholders.
  • Report on the program to internal and external stakeholders.
  • Participate in the analysis of PSC orders relating to Low Income Solar Programs.

Requirements

  • Bachelor of Arts or Bachelor of Science in a relevant field.
  • Proficiency in Microsoft Office including Excel (use of pivot tables), Word, and PowerPoint.
  • Experience in data analysis.
  • Extensive experience managing a program that includes technical, financial, and regulatory elements.
  • Insight into the regulatory process and familiarity with the proceeding.
  • Knowledge of the clean energy industry, utility operations, low-income customer needs, and energy regulation is preferred.
