Administration of Human Resource Programs

The Lead Program Support Assistant serves as a key administrative support role within the Mental Health Integrated Care Community (ICC) at the Syracuse VA Medical Center. This position is responsible for coordinating a variety of administrative and clerical tasks essential to the effective operation of the ICC, ensuring compliance with payroll and HR guidelines, and managing budgetary controls.

  • Responsible for all timekeeping functions for assigned T&Ls.
  • Reviews time and attendance data of staff across multiple locations and programs prior to certification by supervisor.
  • Provides procedural advice to staff and supervisors regarding timekeeping.
  • Acts as the Fund Control Clerk for assigned fund control points.
  • Reviews submissions for compliance with budget requirements.
  • Sets up controls to monitor expenses and recommends budget adjustments.
  • Purchases supplies, equipment, and services through various purchasing methods.
  • Develops internal administrative processes and procedures.
  • Processes incoming and outgoing materials such as correspondence and reports.
  • Attends designated meetings and prepares agendas and minutes.
  • Composes letters and reports, ensuring accuracy and completeness.
  • Serves as the primary point of contact for the program for calls within and outside of the VA.
  • Distributes and balances workload among employees according to established workflow.
  • Must be a U.S. Citizen.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Must meet time-in-grade requirements for GS-07 position.
  • One year of specialized experience equivalent to GS-06 level.
  • Knowledge of various software applications including database and word processing software.
  • Ability to apply standardized rules and procedures of the Mental Health ICC.
  • Experience with graduate medical training programs and associated human resources requirements.
  • Familiarity with the capabilities and operating characteristics of various software types.
