About the position

The Lead, Subcontracts position at L3Harris Technologies involves overseeing the entire subcontract acquisition process from proposal to execution. This role requires managing subcontractor performance, ensuring compliance with regulations, and driving cost, schedule, and technical performance on various subcontract types. The position demands strong communication skills and the ability to work with minimal oversight while maintaining relationships with cross-functional partners.

Responsibilities

• Lead all aspects of the Subcontract acquisition process from proposal stage through Program award and execution.
• Define requirements and generate Statements of Work and Requests for Proposals.
• Evaluate proposals, conduct source selections, and negotiate contracts.
• Perform cost and price analysis, ensuring compliance with internal and Government regulations.
• Manage subcontractor cost, schedule, and technical performance on various types of Subcontracts.
• Draft and negotiate complex Subcontract vehicles including Cost-Type subcontracts and Teaming Agreements.
• Establish major contractual milestones and apply innovative solutions to subcontract problems.
• Track closure of corrective action measures with Suppliers when necessary.
• Provide timely and accurate subcontract status to management and stakeholders.

Requirements

• Bachelor's Degree and minimum 9 years of prior relevant experience, or a Graduate Degree with a minimum of 7 years of experience, or 13 years of prior related experience in lieu of a degree.
• TS/SCI clearance required.
• Experience managing supplier performance on Cost-Type contracts.
• Comprehensive knowledge of the Subcontract Management Process Flow.
• Ability to navigate FAR/DFARS, ITAR, EAR regulations and internal procedures for compliance.
• Strong verbal and written communication skills.
• Proficient in Microsoft Suite of Products.

Nice-to-haves

• Experience in Government Contracting/Subcontracting.
• Experience managing various types of subcontracts including hardware, software, and service subcontracts.
• Experience with contract types such as FFP, FPIF, T&M, Labor Hour, and Cost-Type.
• Experience as Cost Account Manager for Subcontracts managing budgets and sales forecasting.
