About the position

The Lead, Subcontracts position is responsible for overseeing the entire subcontract acquisition process from proposal through execution, ensuring compliance with regulations and achieving organizational objectives. This role requires strong leadership in managing subcontractor performance, drafting complex agreements, and maintaining effective communication with stakeholders.

Responsibilities

  • Lead all aspects of the Subcontract acquisition process from proposal stage through Program award and execution.
  • Define requirements and generate Statements of Work and Requests for Proposals.
  • Evaluate proposals, conduct source selections, and negotiate contracts.
  • Perform cost and price analysis, ensuring compliance with internal and Government regulations.
  • Manage subcontractor cost, schedule, and technical performance on various types of subcontracts.
  • Draft and negotiate complex Subcontract vehicles including Cost-Type subcontracts and Teaming Agreements.
  • Establish major contractual milestones and apply innovative solutions to subcontract problems.
  • Track and initiate corrective action measures with Suppliers when necessary.
  • Develop and maintain working relationships with cross-functional partners.
  • Provide timely and accurate subcontract status updates to management and stakeholders.

Requirements

  • Bachelor's Degree and minimum 9 years of prior relevant experience, or Graduate Degree with 7 years of experience, or 13 years of relevant experience in lieu of a degree.
  • TS/SCI clearance required.
  • Experience managing supplier performance on Cost-Type contracts.
  • Ability to navigate FAR/DFARS, ITAR, EAR regulations and internal compliance procedures.
  • Proficient in Microsoft Suite of Products.
  • Strong verbal and written communication skills.

Nice-to-haves

  • Experience in Government Contracting/Subcontracting.
  • Experience managing various types of subcontracts including hardware, software, and service subcontracts.
  • Experience with contract types such as FFP, FPIF, T&M, Labor Hour, and Cost-Type.
  • Experience as Cost Account Manager for Subcontracts.
