About the position

The Learning and Development Specialist I position at LCRA is an entry-level role focused on creating, promoting, and delivering learning and development solutions. The specialist will collaborate with team and department managers to identify performance gaps and learning needs, assist in developing training programs, and manage various learning activities. This role emphasizes a culture of continuous learning and improvement, aligning with LCRA's values of safety, initiative, respect, integrity, and service.

Responsibilities

  • Work with team and department managers to understand business performance gaps and learning needs.
  • Assist in leading collaborative efforts to develop ad hoc training solutions.
  • Design, develop, and deliver employee development, leadership development, and compliance training programs.
  • Manage a variety of day-to-day learning and development activities.
  • Utilize learning management systems to administer training.
  • Monitor and evaluate training programs for maximum effectiveness.
  • Ensure effective delivery mechanisms for learning solutions, including classroom, web-based, and blended learning.

Requirements

  • Four or more years of experience in companywide and/or operational training and development programs or other relevant experience.
  • A degree in human resource management, business administration, or a relevant field may substitute for certain years of experience.
  • Valid Driver's License.

  • Previous experience working in a technical industry and/or developing technical training.
  • Experience in designing, developing, and delivering learning and development programs.
  • Strong presentation and public speaking skills.
  • Skill in establishing credibility, trust, and partnership at all levels of the organization.
  • Advanced skill in applying best practices and new trends in a practical way.
  • Advanced skill in effectively partnering with leaders to design ad hoc/custom learning and development solutions.
  • Advanced communication skills, including verbal and written communication.

  • Skill in using learning management systems.
