About the position

The Learning & Development Specialist, Senior position at the Idaho Division of Human Resources is responsible for facilitating and developing learning and development activities for State of Idaho employees. This role involves leading training content development, conducting training sessions, and consulting with management to enhance organizational effectiveness and employee development.

Responsibilities

  • Develops facilitation strategies and delivers development solutions in areas such as conflict resolution, team building, skills training, workflow process or organizational changes, project management.
  • Performs workgroup facilitation and mediation.
  • Coordinates and facilitates strategic planning sessions.
  • Researches and assesses training needs and requirements.
  • Establishes objectives and designs curricula and courses to meet training needs.
  • Develops supporting materials for training programs.
  • Facilitates courses and group discussions during training sessions.
  • Utilizes a learning management system for record-keeping and deployment of e-learning content.
  • Monitors and evaluates staff or contract trainers to ensure quality of training experiences.
  • Develops, implements, and supervises a train-the-trainer program.
  • Monitors project budgets and oversees participant records.
  • Consults with management regarding organizational effectiveness and employee development needs.
  • Researches and develops or reviews vendor-based materials for organizational development and system improvement projects.
  • Develops and monitors contracts for training services.
  • Consults with department management to identify and solve organizational effectiveness problems.
  • Designs instructional interventions and implements work group intervention strategies.
  • Provides career counseling as needed.

Requirements

  • Some knowledge of organizational theory.
  • Good knowledge of adult learning theory and facilitation methods.
  • Experience evaluating and facilitating learning and development for adult groups in structured learning situations.
  • Experience using a variety of facilitation methods.
  • Experience applying web-based technologies in a blended learning environment.
  • Experience developing and producing dynamic multimedia content using digital imagery, audio, visual techniques, graphic design, animation, and online applications.
  • Experience managing content and records within a learning management system.
