About the position

The Learning & Development Specialist, Senior position at the Idaho Division of Human Resources is responsible for facilitating and developing learning and development activities for State of Idaho employees. This role involves leading training content development, conducting training sessions, and consulting with management on organizational effectiveness and employee development needs.

Responsibilities

  • Develop facilitation strategies and deliver development solutions in areas such as conflict resolution, team building, skills training, workflow process or organizational changes, project management.
  • Perform workgroup facilitation and mediation.
  • Coordinate and facilitate strategic planning sessions.
  • Research and assess training needs and requirements.
  • Establish objectives and design curricula and courses to meet training needs.
  • Develop supporting materials for training.
  • Facilitate courses and group discussions during training sessions.
  • Utilize a learning management system for record-keeping and deployment of e-learning content.
  • Monitor and evaluate staff or contract trainers to ensure quality of training experience.
  • Develop, implement, and supervise a train-the-trainer program.
  • Monitor project budgets and oversee participant records.
  • Consult with management regarding organizational effectiveness and employee development needs.
  • Research and develop or review vendor-based materials for organizational development and system improvement projects.
  • Develop and monitor contracts for training services.
  • Consult with department management to identify and solve organizational effectiveness problems.
  • Design instructional interventions and implement work group intervention strategies.

Requirements

  • Knowledge of organizational theory.
  • Good knowledge of adult learning theory and facilitation methods.
  • Experience in evaluating and facilitating learning and development for adult groups in structured learning situations.
  • Experience using a variety of facilitation methods.
  • Experience applying web-based technologies in a blended learning environment.
  • Experience developing and producing dynamic multimedia content using digital imagery, audio, visual techniques, graphic design, animation, and online applications.
  • Experience managing content and records within a learning management system.
