About the position

The Learning and Development Specialist II serves as a business partner for the Pipeline Construction Division, focusing on employee development and enhancing team performance. This role acts as an internal consultant, driving initiatives for knowledge transfer and developmental programs within the division.

Responsibilities

• Perform developmental needs assessments for business units and teams, translating outcomes into solution-based program development.
• Support the Pipeline Construction Division with all knowledge transfer functions.
• Evaluate operational issues and recommend developmental solutions, implementing them upon approval.
• Design and implement learning and development programs, including testing and evaluation procedures.
• Conduct knowledge and skill-based development sessions.
• Coordinate the skill development component of knowledge-based and skill-based pay programs.
• Assist with legacy knowledge transfer initiatives and the development of competencies within the Pipeline Construction Division.
• Access a portfolio of development solutions to ensure appropriate applications are deployed, including classroom, e-learning, and guided learning.
• Work with subject matter experts to define learning and skill needs that support Utility Services processes.
• Partner with Pipeline Construction Division staff to ensure effective delivery of programs and sessions.
• Facilitate new employee orientation sessions for the Utility Services Team.
• Lead or participate in Annual Action/Department Action Item teams and other special projects.
• Drive a vehicle to conduct WSSC Water business.

Requirements

• Possession of a valid driver's license with no more than 4 points.
• Demonstrated experience in design and delivery of training and education.
• 5 years of experience with learning management systems (preferred).
