About the position

The City of Madison is seeking a motivated Learning & Development Specialist to enhance employee capabilities and implement a Learning Management System (LMS) within a diverse organization. This role involves serving as a program manager for Learning and Development, designing adaptable solutions, and providing consultation across the organization to support leadership development and organizational effectiveness initiatives.

Responsibilities

• Coordinate and serve as subject matter expert in the design and development of Learning and Development policies, standards, and operational resources.
• Serve as HR Functional Lead for the HR Management - LMS.
• Incorporate principles of equity into learning and development models and develop inclusive practices for engaging participants.
• Consult with OD Unit service areas to develop program content that meets Learning and Development standards.
• Collaborate with stakeholders to inform Leadership learning experience design, delivery, and evaluation.
• Identify organizational Learning and Development needs and design specific programs to enhance city service delivery.
• Provide leadership and consultation to organizational leadership on training needs and industry practices.

Requirements

• Four years of professional experience in learning and/or organizational development.
• Experience in organizational-wide eLearning and instructional design, or project lead experience implementing a Learning Management System is preferred.
• Bachelor's Degree in a related field may substitute for two years of experience; a Master's Degree may substitute for three years of experience.
• Experience applying measurement and reporting on the impact of learning solutions.
• Experience designing and deploying Learning and Development adaptable solutions.

• Familiarity with racial equity and social justice principles.
• Experience delivering instructor-led training.
