About the position

The Legislative Analyst position at the Health Resources and Services Administration (HRSA) is a critical role responsible for aligning operational and fiscal activities with the agency's mission and objectives. The analyst serves as a technical expert in the development of HRSA legislation and legislative policy activities, ensuring that the agency's programs are effectively monitored and influenced by relevant legislative changes.

Responsibilities

  • Reviewing and analyzing pending legislation and regulations impacting assigned bureau(s) or office(s) and HRSA programs.
  • Monitoring Congressional Record for activities relevant to assigned programs and preparing position and background papers detailing policy implications.
  • Participating in Office, HRSA, and Departmental meetings to identify and clarify controversial policy issues.
  • Providing leadership and guidance to lower grade legislative analysts in resolving difficult or unusual problems.
  • Working with external groups to ensure broad participation of all program entities affected by program activities.
  • Representing the Office in negotiations and discussions with other offices in HRSA and organizations on matters related to policies and procedures of assigned HRSA programs.
  • Participating in the resolution of policy and legislative intent through negotiations within the Department.

Requirements

  • U.S. Citizenship is required.
  • One full year of specialized experience comparable to the GS-11 level in the federal service for GS-12 applicants.
  • One full year of specialized experience comparable to the GS-12 level in the federal service for GS-13 applicants.
  • Knowledge of the legislative process and its impact on the Department's missions.
  • Experience in researching and analyzing legislative and regulatory policy.
  • Technical writing skills to prepare documentation for various audiences.
  • Ability to influence and negotiate with stakeholders.
