The Legislative Research Analyst position is a full-time role with the South Dakota Legislative Research Council, located in Pierre, SD. This position is integral to the legislative process, providing essential research and support to the South Dakota State Legislature. The Legislative Research Council serves as a nonpartisan entity, ensuring that legislators have access to accurate and relevant information to inform their decisions. This role requires a commitment to delivering results and supporting the legislative agenda effectively. As a Legislative Research Analyst, you will be responsible for drafting and editing bills, resolutions, and amendments that reflect the ideas and initiatives of legislators. You will play a crucial role in staffing legislative standing committees during sessions, collaborating with committee chairs to develop agendas, obtain testimony, and prepare comprehensive committee reports. Your analytical skills will be put to the test as you compile data and conduct both general and legal research for legislative committees and individual legislators, presenting alternative solutions for their consideration. In addition to supporting standing committees, you will also staff interim committees of the Legislative Research Council. This involves consulting with committee chairs to develop agendas, assisting with meeting arrangements, preparing background materials, and drafting final reports. A key aspect of your role will be reviewing administrative rules to ensure they comply with statutory authority and adhere to proper form and style. Furthermore, you will research and write issue memoranda on selected topics, providing valuable insights for review by the Legislature and the public.

Responsibilities

  • Draft and edit bills, resolutions, and amendments to implement legislators' ideas.
  • Staff legislative standing committees during sessions, consult with committee chairs to develop agendas and obtain testimony, prepare committee reports, and draft amendments to bills.
  • Compile data and conduct general and legal research for legislative committees and individual legislators and present alternative solutions for their consideration.
  • Staff interim committees of the Legislative Research Council, consult with committee chairs to develop agendas, assist with meeting arrangements, prepare background materials, and prepare final reports.
  • Review administrative rules for form, style, and compliance with statutory authority.
  • Research and write issue memoranda on selected topics for review by the Legislature and the public.
