About the position

The Broward County Board of County Commissioners is seeking a qualified candidate for the position of Licensed Engineer (Civil/Structural) within the Parks Planning & Design department. This role is essential for managing the design and permitting of various civil engineering projects, including site utilities, structures, shoreline hardening, and marine docking facilities. The successful candidate will be responsible for overseeing capital improvement and repair projects, ensuring they are completed on time, within budget, and in compliance with all necessary regulations and requirements. As a Licensed Engineer, you will work independently under limited supervision, reporting major activities through periodic meetings. Your role will involve advanced professional and supervisory engineering work, requiring a strong background in civil engineering principles and practices. You will collaborate closely with clients, project managers, and other engineers to ensure project success. This position demands a proactive approach to problem-solving and the ability to manage multiple projects simultaneously while maintaining high standards of quality and compliance. In addition to technical expertise, the role requires strong communication skills to effectively liaise with various stakeholders, including contractors and regulatory agencies. You will also be responsible for preparing plans and technical specifications for construction bids, conducting quality assurance reviews, and providing technical direction to junior engineers and CAD technicians. Keeping abreast of new developments in technology and business trends that affect civil, structural, and marine systems will be crucial for your success in this position.

Responsibilities

  • Manage design and permitting of civil engineering projects including site utilities, structures, shoreline hardening, and marine docking facilities.
  • Collaborate with clients, project managers, and other engineers to ensure projects are completed on time and within budget.
  • Create schematics, diagrams, and layouts for civil systems using CAD software.
  • Conduct cost-benefit evaluations and feasibility studies for planned initiatives.
  • Develop civil and structural specifications, drawings, and calculations for construction contract bid and permit documents.
  • Ensure compliance with applicable codes, standards, and regulations when designing and specifying civil, structural, and marine systems.
  • Support and advise team members on technical matters.
  • Prepare plans and technical specifications for construction bids and work with Purchasing to develop contracts.
  • Perform in-depth technical reviews of construction plans and ensure they meet design requirements and constructability standards.
  • Manage construction contracts including procurement, cost accounting, schedules, and engineering inspections.
  • Conduct quality assurance and quality control reviews of internal design projects.
  • Enter data and upload documents in Broward County and Florida State computer systems to track contaminated site cleanup status.
  • Train and assist in resolving complex Air Permitting issues and supervise engineering projects prepared by consultants.
  • Coordinate the bidding process, contract development, and exchange of information with stakeholders.
  • Review environmental assessment reports and prepare paperwork for project issuance.

Requirements

  • Bachelor's degree in civil engineering or a closely related field from an accredited college or university.
  • Four (4) years of progressively responsible experience in professional engineering work appropriate to the area of assignment, including six (6) months of lead work/supervisory experience.
  • Possess and maintain a Professional Engineer License in the State of Florida for the duration of the assignment.

  • Master's degree with major coursework in Civil engineering (Structural/Marine) or closely related field.

  • Threshold Building Inspector/Special Inspector license.
  • 3+ years of experience with BIM software such as ArchiCAD, Revit, or Civil 3D.
  • 5+ years of experience in public sector structural engineering design and/or construction management.
  • 3+ years of experience with cost estimating.
  • 3+ years of experience with permitting through USCOE, SFWMD, etc.
  • Ability to speak a foreign language (not limited to Spanish, French/Creole, Portuguese).
