About the position

The Licensed Professional Mental Health Counselor (CAT 5 Program Manager) position at the Department of Veterans Affairs involves overseeing the management of various mental health programs for veterans, including the Center for Addiction Treatment Program, Mental Health Residential Rehabilitation Treatment Program, and Outpatient Intensive Substance Use Disorders program. The role requires both administrative and clinical responsibilities, ensuring compliance with safety regulations, developing work improvement plans, and providing direct clinical services. The position is full-time and based in Martinsburg, WV, with telework eligibility determined by agency policy.

Responsibilities

  • Assume supervisory and administrative responsibility for the management of assigned employees.
  • Manage the Center for Addiction Treatment Program, Mental Health Residential Rehabilitation Treatment Program, and Outpatient Intensive Substance Use Disorders program.
  • Develop work improvement plans and recommend personnel actions.
  • Ensure subordinates are trained and comply with safety regulations.
  • Provide technical assistance to state, local, private agencies, and universities.
  • Provide direct clinical services with or without program coordination responsibilities.
  • Assist in planning, establishing, and implementing policies and procedures.
  • Develop individual or group goals and objectives.
  • Perform other duties as assigned.

Requirements

  • Must be a U.S. Citizen.
  • Hold a master's or doctoral degree in Clinical Mental Health Counseling or a related field from a CACREP accredited program.
  • Must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor.
  • At least one year of progressively complex experience equivalent to the GS-12 grade level.
  • Demonstrated ability to make judgments and decisions associated with program management.
  • Ability to monitor program outcomes using data-driven quality assurance processes.
