About the position

The Licensed Professional Mental Health Counselor (Program Coordinator) serves as the program coordinator for the Health Care for Homeless Veterans (HCHV) program, overseeing the daily operations of the clinic that provides treatment to homeless veterans. This role includes supervising program staff, managing outreach activities, and ensuring the quality of care provided to patients. The incumbent is responsible for administrative functions, staff training, and compliance with safety regulations, while also contributing to the development and implementation of clinical guidelines and protocols.

Responsibilities

  • Administer information and analytical systems to evaluate and enhance the quality of service provided to patients.
  • Develop and implement information systems to track service activities including referrals, inpatient days, patient demographics, and patient satisfaction.
  • Supervise a group of employees performing work at various GS levels and provide administrative, technical, and clinical supervision necessary for accomplishing the work for the unit.
  • Establish guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system.
  • Provide informal feedback and periodically evaluate employee performance, resolving informal complaints and grievances as necessary.
  • Develop work improvement plans and recommend personnel actions as necessary.
  • Provide advice and counsel to workers related to work and administrative matters.
  • Effect disciplinary measures as appropriate to the authority delegated in this area.
  • Review and approve or disapprove leave requests.
  • Ensure that subordinates are trained and fully comply with the provisions of safety regulations.
  • Provide technical assistance to state, local, and private agencies and universities based on monitoring activities and program reviews.

Requirements

  • Must be a U.S. Citizen.
  • Hold a master's or doctoral degree in Clinical Mental Health Counseling or a related field from a program accredited by CACREP.
  • Must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor.
  • At least one year of progressively complex experience equivalent to the GS-11 grade level in a major specialty treatment program area.
  • Demonstrated knowledge and ability to write policies, procedures, and practice guidelines for the program.

  • Ability to provide subject matter consultation to colleagues and trainees within the field of counseling.
