About the position

The Licensing Analyst position involves reviewing, researching, and analyzing legal and business documents related to the licensing process. The role includes preparing Commission Orders in compliance with the Liquor Control Code and Administrative Rules, consulting with various stakeholders, and ensuring compliance with licensing qualifications and statutory requirements. The position also entails analyzing license termination matters and presenting findings to the Commission for action.

Responsibilities

  • Review, research, and analyze legal and business documents applicable to the licensing process.
  • Prepare Commission Orders in compliance with the Liquor Control Code and Administrative Rules.
  • Assist in the review of routine investigations submitted for licensure to determine compliance with the Code and Rules.
  • Consult, advise, and respond to inquiries from Commissioners, Commission staff, licensees, applicants, attorneys, legislators, and the general public regarding the Code and Rules.
  • Determine qualifications for licensing by applying applicable policies and procedures in the licensing process.
  • Ensure statutory compliance with regard to licenses and all agreements associated with these licenses.
  • Analyze license termination matters and determine the proper course of action to present to the Commission.

Requirements

  • Possession of a bachelor's degree in any major.
  • For Departmental Analyst 10: One year of professional experience.
  • For Departmental Analyst P11: Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service.
  • Alternate education: High school diploma and two years of full-time active-duty experience at or above the E-6 level in the uniformed services may substitute for the education requirement.
