About the position

The Licensing Manager (Licensing & Permitting Manager 1) at the Mental Health Regulatory Agency (MHRA) is responsible for overseeing the licensing and regulation of mental health professionals in Oregon. This role involves ensuring compliance with state and federal regulations, promoting equitable practices in licensing, and enhancing customer service operations. The manager will lead a dedicated team, manage fiscal responsibilities, and foster partnerships with educational institutions to support a diverse and inclusive professional community.

Responsibilities

  • Direct all aspects of licensing operations, ensuring streamlined and equitable workflows.
  • Review applications and project progress while implementing fair licensing practices.
  • Hire, onboard, and train licensing staff, fostering an inclusive work environment.
  • Assign work, monitor performance, and conduct reviews in alignment with DEI principles.
  • Manage accounts payable/receivable and assist in budget planning for fiscal accountability.
  • Address complex customer issues and promote inclusive customer service practices.
  • Drive data quality initiatives and lead system enhancements for equitable service delivery.
  • Develop partnerships with universities and create training programs for staff and stakeholders.

Requirements

  • Five years of lead work, supervision, or progressively related experience; OR two years of related experience and a bachelor's degree in a related field.
  • Demonstrated commitment to advancing equitable outcomes and promoting inclusion.
  • Understanding of Oregon state government structure and operations.
  • Proficiency in interpreting and applying Oregon Administrative Rules and regulatory directives.
  • Expertise in strategic planning, resource allocation, and process improvement.
  • Skilled in team building, coaching, mentoring, and performance management.
  • Exceptional written and verbal communication abilities.
  • Ability to establish and maintain effective working relationships with stakeholders.
