About the position

The Licensing Specialist for Foster Care Operations is responsible for ensuring that licensed out-of-home care services offered by and/or regulated by the Department of Children and Families are of the highest possible quality. The emphasis is on promoting the safety, permanence, and well-being of the children served. The incumbent has regulatory responsibilities and is subject to the provisions of Chapter 65-C 45, 46, 15 and 16, Florida Administrative Code.

Responsibilities

  • Conduct federal audit preparation by ensuring background screening documents for providers are submitted and dates are appropriate.
  • Complete on-site visits, gather data, review personnel and client files, and submit the packet for licensure.
  • Complete licensing attestation reviews.
  • Upload files to FSFN for CCA/CPA.
  • Coordinate and schedule LPRC staffings and document the outcome.
  • Assist new providers with paperwork and processes for CCA/CPA licensure.
  • Accompany teams conducting site visits at at-risk CCAs and report back any issues.
  • Maintain the new licensing tracker.
  • Provide technical assistance, consultation, and training to CBC's, licensing providers, and child placing and caring agencies.
  • Track files sent back to CPAs for correction and follow up for timely responses.
  • Track expiring licenses and send reminders to CCAs/CPAs.
  • Manage a dedicated phone line for licensing-related questions from providers and the community.
  • Track CAPs for completion.
  • Track overcapacity waivers to ensure none expire.
  • Monitor the 1268 report for data errors.
  • Track open FCRs to ensure compliance with timeframes and assign to the team.
  • Approve licenses in Binti to reduce backlog upon confirmation.
  • Respond to zoning inquiry lists.
  • Review OCA requests to ensure forms are filled out completely and supporting documentation is submitted.
  • Assist with UAT system testing.
  • Help gather PIP information (recruitment/retention plans, etc.).
  • Follow up with providers regarding the outcome of individuals' employment status.
  • Assign as Intake worker to enter complaints in the system and assign to the licensing specialist.
  • Respond positively and timely to special assignments and perform other related duties as assigned.

Requirements

  • Bachelor's degree preferred.
  • Child welfare certification from the FCB preferred.
  • A minimum of 2 years experience in Child Welfare preferred.
  • A minimum of 1 year experience in foster home licensing preferred.
  • Computer skills including Microsoft Office Suite (Word, Excel, Outlook, Teams), Florida Safe Family Network (FSFN), and Internet.

  • Bachelor's degree in a social services related area of study such as Human Services, Education, Human Sciences, Law, Behavioral Sciences, Human Development, Psychology, Social Policy, Sociology, Public Administration, Community Development, Health Science, or Political Science.
