About the position

The Oregon Department of Human Services (ODHS) is seeking a Limited Duration Operations and Policy Analyst 3, Joint Department Operations Center (JDOC) Officer. This position is integral to the Office of Resilience and Emergency Management (OREM), which is dedicated to preventing, protecting, mitigating, responding to, and recovering from various threats and hazards. The successful candidate will oversee the operations of the JDOC during incidents, ensuring compliance with the National Incident Management System (NIMS). This role is crucial in establishing policies and standards for incident readiness and directing unit efforts to meet these standards. As the JDOC Operations Officer, you will be responsible for preparing operational orders, plans, and reports during JDOC activations. You will lead interagency coordination efforts, manage JDOC activities, and establish operational procedures for mass care, including feeding, sheltering, and emergency assistance for displaced Oregonians during disaster events. The position requires strong leadership skills to guide disaster response and recovery teams, as well as the ability to develop and execute comprehensive work plans in a rapidly changing environment. The Office of Resilience and Emergency Management collaborates with various governmental and private partners to support disaster survivors and reduce the impact of disasters on communities. This role is not only about managing operations but also about fostering a diverse and inclusive workforce that values the contributions of all individuals. The position is limited duration, lasting through October 2025, and includes family health benefits and leave accrual.

Responsibilities

  • Establish policies and standards for incident readiness and direct unit efforts to meet readiness standards.
  • Prepare operational orders, operational plans, and annexes during JDOC activations.
  • Lead workgroups and conduct interagency coordination to support planning and execution of missions.
  • Establish JDOC operational procedures and plans for feeding, sheltering, emergency assistance, and reunification of displaced Oregonians during disaster incidents.
  • Manage all JDOC activities and establish the statewide mass care operational plan.
  • Maintain or adjust the operational reporting process for efficiency in a high-stress environment.
  • Oversee knowledge management of all incident-related resource requests and make lifesaving decisions as needed.

Requirements

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills.
  • Four years of professional-level evaluative, analytical, and planning work experience, or a combination of experience and education equivalent to seven years.
