About the position

CGS is seeking a Systems Analyst to join our team supporting a wide-ranging technical support initiative for a large Federal agency's ongoing litigation efforts. This role is crucial in ensuring that the systems we develop meet the specific needs of the government and its litigation processes. The ideal candidate will be motivated, highly skilled, and creative, with a passion for contributing to government innovation. The Systems Analyst will work closely with government staff and under the direction of the Contract IT Manager, Systems Manager, Senior Systems Analyst, or Lead Project Manager. This position requires a comprehensive understanding of system requirements and the ability to translate those into effective system designs suitable for development. The Systems Analyst will be responsible for defining system and project requirements based on information gathered from the Contracting Officer's Representative (COR), Government Case Managers, and trial staff. This includes designing entire systems to meet defined requirements, detailing functional and design requirements, programming specifications, data elements, data validation specifications, data capture mechanisms, and data conversion procedures. The role also involves testing software, preparing sample data for testing, and making formal presentations of findings and recommendations. Additionally, the Systems Analyst will develop necessary systems documentation and provide technical expertise and direction to lower-level personnel, potentially functioning as a technical supervisor or team leader for specific projects. To succeed in this role, the candidate must demonstrate substantial hands-on experience in the systems being used, particularly in setting up interconnected Oracle databases in a UNIX environment. The ability to analyze system requirements and translate them into coherent system designs is essential. The position requires broad knowledge of the Government's IT environments, including office automation networks and PC/server-based databases and applications. Excellent oral and written communication skills are a must, along with experience in automated litigation support. The Systems Analyst will also assist the Consumer Financial Protection Bureau (CFPB) with data extraction, manipulation, and loading to appropriate database platforms, ensuring compliance with standard requirements.

Responsibilities

  • Work directly with Government staff and/or under the direction of the Contract IT Manager, Systems Manager, Senior Systems Analyst, or Lead Project Manager.
  • Define system and project requirements based on information gathered from the COR, Government Case Managers, and trial staff.
  • Design entire systems to meet defined requirements.
  • Detail functional and design requirements, programming specifications, data elements, data validation specifications, data capture mechanisms, and data conversion procedures.
  • Translate functional requirements into systems designs suitable for development of appropriate computer programs.
  • Test software, including preparation and use of sample data for testing purposes.
  • Make presentations of findings, recommendations, and specifications in formal reports and oral presentations.
  • Develop systems documentation required in the task orders.
  • Consult with Government staff and other Contractor staff to ensure understanding of task objectives, identify problems, and suggest improvements.
  • Provide technical expertise, direction, and supervision to lower-level personnel.
  • Function as a technical supervisor or team leader for a project when necessary.
  • Report on progress to Government staff and superiors.
  • Provide user and technical documentation and training for systems developed.

Requirements

  • Must have at least three years of hands-on experience in the systems being used, particularly in setting up interconnected Oracle databases in a UNIX environment.
  • Demonstrated ability to analyze system requirements and translate those into coherent system designs.
  • Broad knowledge of the Government's IT environments, including office automation networks and PC/server-based databases and applications.
  • Supervisory or team leader experience is very useful.
  • Excellent oral and written communication skills are required.
  • Experience in automated litigation support is helpful.

Nice-to-haves

  • An undergraduate degree strongly preferred, preferably in computer science or information management/technology disciplines.
  • Relativity Certified Administrator certification is preferred.
