About the position

The LMS Administrator and Technical Training Specialist at the Department of Commerce plays a crucial role in managing the Learning Management System (LMS) and providing technical training and support to HR staff and management. This position ensures compliance with training requirements and develops in-house training programs, contributing to the agency's mission of promoting equity and a high-performing workforce.

Responsibilities

  • Serve as the primary LMS administrator for the Department of Commerce, including user account maintenance, report generation, and training registration.
  • Provide consultation with subject matter experts to develop in-house trainings offered through the LMS.
  • Partner with the Department of Enterprise Services to implement the enterprise LMS within the agency.
  • Ensure timely entry of all LMS-related actions for the agency.
  • Develop LMS training materials and provide training and consultation to customers on LMS functions.
  • Manage LinkedIn Learning accounts and create learning pathways for individuals or units.
  • Track and manage the Tuition Reimbursement and Tuition Waiver program.
  • Coordinate and manage supplemental learning programs and platforms, including mentorship and facilitator programs.
  • Provide administrative support for New Employee Orientation, including training assignments in the LMS.
  • Monitor and track required trainings by law or policy, ensuring timely assignment of new mandatory trainings.
  • Assist in developing communications on training topics through internal channels.
  • Evaluate and analyze feedback and metrics to measure the effectiveness of learning programs.
  • Manage the HR Training Inbox and calendar, including training roster and attendance.
  • Assist in arranging training agreements with external vendors and guide initial vendor design and development.
  • Develop and organize instructional manuals and reference materials.
  • Advise clients on human resource rules and regulations related to training and development.
  • Track training budgets and manage HR webpages.

Requirements

  • A combination of education and/or experience equaling six years in professional human resources, focusing on training and organizational development.
  • Experience as a Learning Management System administrator.
  • Knowledge of adult learning theory and teaching best practices.

Nice-to-haves

  • Certified Associate Trainer (AT) or Certified Professional Trainer (CPT) certification.
  • Professional Human Resource Certification.
  • Formal Human Centered Design Certification, Change Management, or facilitator training.
  • Experience managing webpages in SharePoint.
