About the position

The Loan Specialist position within the USDA/Rural Development (RD) is responsible for executing applicable single-family housing loan and grant programs. This role involves maintaining partnerships, performing marketing and outreach work, and ensuring compliance with regulations throughout the loan process. The specialist will administer repair loans and grants for single-family dwellings, ensuring that all documentation is complete and compliant before loan closing.

Responsibilities

  • Serve as a senior operating loan specialist responsible for executing SFHD loan and grant programs.
  • Maintain partnerships and leverage additional sources of assistance for program success.
  • Perform marketing and outreach work as required for the program.
  • Execute assigned home loans and repair loans and grants.
  • Review loan files for completeness and compliance before closing.
  • Prepare draft loan closing documents and review them with applicants at the time of loan approval.
  • Administer the SFH repair loan and grant program for an assigned area.
  • Conduct on-site inspections to determine property occupancy and evaluate repair proposals.

Requirements

  • Must be a US Citizen or US National.
  • Current federal employees must meet time-in-grade requirements of 52 weeks at the next lower grade level.
  • 1 year of specialized experience equivalent to at least GS-09 level, or a Ph.D. or equivalent doctoral degree, or 3 years of progressively higher-level graduate education leading to such a degree.
  • Experience evaluating financial situations and credit risk factors.
  • Experience in reviewing and evaluating loan and/or grant applications for eligibility and approval/disapproval.
  • Experience providing loan closing instructions to attorneys and title companies.

Nice-to-haves

  • Knowledge of single-family housing building construction standards and costs.
  • Knowledge of single-family housing loan making and servicing requirements.
  • Strong oral and written communication skills.
