About the position
This position will support the Southeast Region; counties include: El Paso County, Teller County, Park County, Huerfano County, Las Animas County, Custer County, Pueblo County, Crowley County, Otero County, Bent County, Prowers County, Baca County, Fremont County. The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. This position reports to the LCO Unit Manager in the UPK Program Division and will serve as a regional specialist for LCOs within the defined region. This position is responsible for oversight of and support for specific LCOs within the region and will provide assistance to the LCOs in the delivery of their work.
Responsibilities
- Develops and maintains collaborative relationships with assigned Local Coordinating Organizations (LCOs).
- Represents the Division of Universal Preschool when working with LCO partners.
- Initiates and manages LCO outreach to support engagement, and expanded community partnerships.
- Resolves any challenges that arise throughout the planning, implementation, and operations of assigned LCOs.
- Provides technical assistance to LCOs to resolve issues, interpret policy, program eligibility, technology functionality, and other areas of need.
- Coordinates professional learning, training, communication and engagement activities for assigned LCOs.
- Collaborates with other LCO Regional Specialists and the Universal Preschool Program team to ensure the successful delivery of the universal preschool program.
- Oversee operations of assigned LCOs.
- Establish a structure for regular communication with assigned LCOs, including a cadence for regular meetings.
- Monitors finance operations of the LCO relative to funding provided by the State, including but not limited to budgeting, invoice approval, and underspent funds revisions.
Requirements
- Bachelor's Degree from an accredited institution in early childhood education, education, business or public administration, human services, or a closely-related field.
- Two years of professional experience in an occupational field related to child care program management.
- Six years of professional experience in an occupational field related to child care program management (if no degree).

- Professional experience with budget development, performance monitoring and management, and financial reporting.
- Early Childhood Experience - Familiarity with the Department of Early Childhood, early childhood programs, and/or early childhood education.
- Excellent communication skills; exceptional customer support with high expectations.
- Ability to communicate effectively with employers, state agency partners, education and workforce development partners, and other stakeholders.
- Significant expertise in early childhood systems and management.
