About the position

The Local Hire (Emergency Management Specialist 2) position at FEMA is designed to support disaster response and recovery efforts in local communities affected by disasters. Local hires are typically residents of the impacted areas who assist in various emergency management functions, including disaster survivor assistance and damage assessments. This role is temporary, with appointments lasting 120 days and potentially renewable based on the needs of the disaster.

Responsibilities

  • Assist in preparing field office emergency management plans and policies, procedures, and risk assessments.
  • Facilitate ongoing communications with internal operations staff and corresponding operational staff of other Federal agencies.
  • Perform on-site damage assessments to assist in the development of plans ensuring the capability to continue essential functions.
  • Analyze inspection reports, final vouchers, and Federal and/or State audit reports on public assistance programs, preparing recommendations for required follow-up actions.
  • Write technical materials, including reports of research findings, technical reports, and specifications.
  • Speak, read, and write in multiple languages (preferred languages - Chinese, French, Tagalog, and Vietnamese).

Requirements

  • Experience writing and/or editing technical materials or reports.
  • Experience assisting in the execution of emergency management response or recovery efforts.
  • Experience utilizing FEMA Automated systems for delivery of disaster assistance.
  • 1 full year of graduate level education or superior academic achievement.

Nice-to-haves

  • Ability to communicate in multiple languages, particularly Chinese, French, Tagalog, and Vietnamese.
