About the position

The Federal Emergency Management Agency (FEMA) is seeking to employ temporary local hires to assist with disaster response and recovery efforts in Bloomington, Minnesota. This position is specifically for a Human Resources Specialist who will provide essential administrative and human resources support during critical times. Local hire employees are typically local residents who play a vital role in the recovery of their community, helping fellow citizens navigate the recovery process. The term of employment for a local hire is 120 days, with the possibility of extensions in 120-day increments based on the ongoing needs of the disaster response efforts. In this role, you will work closely with hiring managers to assess personnel and staffing requirements, ensuring that the agency is adequately staffed to meet the demands of disaster recovery. You will be responsible for preparing HR documentation, including the Request for Personnel Action (SF-52) form, and retrieving workforce management information reports. Analyzing report data, verifying its accuracy, and taking corrective actions as necessary will be key components of your responsibilities. Additionally, you will provide guidance on timekeeping policies and procedures, inputting corrections into the timekeeping system as needed. As a Local Hire, you will be involved in various emergency management functions, which may include disaster survivor assistance, conducting and verifying damage assessments, and providing administrative, financial, and logistical support. Responsibilities

  • Provide administrative and human resources support for disaster response efforts.
  • Work with hiring managers to determine personnel and staffing requirements.
  • Prepare HR documentation such as the Request for Personnel Action (SF-52) form.
  • Retrieve workforce management information reports and analyze report data.
  • Verify report accuracy and take corrective actions as needed.
  • Provide guidance regarding timekeeping policies and procedures.
  • Determine the need for and input corrections to the timekeeping system.
  • Manage assigned personnel in the Deployment Tracking System (DTS) and make required updates.

Requirements

  • Experience using automated time and attendance software to review, verify, and certify employees' time.
  • Experience maintaining records and logs in accordance with human capital policies and requirements.
  • Experience using automated software to create, edit, and format a variety of reports and correspondences.
  • Must be a U.S. citizen to be considered for this position.
  • Must successfully pass a background investigation.
  • Selective service registration is required for males born after 12/31/59.
  • High school graduate or possess a GED is required.
  • Minimum age of eighteen years is required.
