About the position

OLH Technical Services, LLC, a subsidiary of Three Saints Bay, LLC, is seeking a highly skilled Program Manager with a Secret Clearance to join our team in Philadelphia, PA. This position is critical to our operations as it involves providing overall planning, direction, and success in supply chain management support, particularly in the areas of Operating Materials & Supplies (OM&S), Plant Property & Equipment (PP&E)/Asset Management, and Purchase Requisition (PR). The Program Manager will oversee all functions related to OM&S, PP&E/AM, and PR Creation management, which includes policy development, financial and physical accountability, training, performance monitoring, and process improvements. The successful candidate will be responsible for defining the overall program, organizing resources, and directing both short and long-range plans. This role requires establishing and controlling technical milestones, schedules, budgets, and costs to ensure the program's success. The Program Manager will work closely with various stakeholders to ensure compliance with policies and regulations while driving efficiency and effectiveness in supply chain operations. This position offers the opportunity to work on exciting projects with government and commercial clients, both domestically and internationally, in a diverse and team-oriented environment.

Responsibilities

  • Provide overall planning and direction for supply chain management support.
  • Oversee policy and compliance in Operating Materials & Supplies (OM&S), Plant Property & Equipment (PP&E)/Asset Management, and Purchase Requisition (PR).
  • Manage all OM&S, PP&E/AM, and PR Creation management functions including policy development and financial accountability.
  • Conduct training and performance monitoring for staff involved in supply chain management.
  • Implement process improvements to enhance operational efficiency.
  • Define overall program objectives and organize resources accordingly.
  • Establish and control technical milestones, schedules, budgets, and costs.

Requirements

  • Must possess a valid Secret Clearance.
  • Bachelor's degree in any technical or business discipline from an accredited college or university, or ten (10) years of Department of Defense related business experience in Plant Property & Equipment / Asset Management in lieu of degree.
  • Ten (10) years of management experience in material accountability and major project or program level management.
