About the position

The Management Analyst 5 position at the Department of Commerce focuses on data systems, analytics, and reporting to support the Buy Clean and Buy Fair policy. This role involves establishing a database for managing embodied carbon data, generating reports, and providing technical assistance. The analyst will collaborate with various stakeholders to develop measurement standards and educate state agencies on embodied carbon, playing a crucial role in implementing the policy and promoting equity in the workplace.

Responsibilities

  • Consults with diverse groups of executive management, interagency representatives, industry partners, building owners, and subject matter experts to develop data systems, metrics and reporting tools.
  • Develops project design, methodology, scheduling, and project management oversight to complex data systems development projects.
  • Leads the design and development of data systems to collect and manage embodied carbon and workforce data as required by the Buy Clean and Buy Fair policy.
  • Creates support documentation outlining procedures to ensure data integrity and quality.
  • Develops web applications that enhance the use of and access to data resources.
  • Uses current and emerging technology to create data visualizations and develop data dashboards to effectively communicate results to senior leadership, policy makers and the public.
  • Adjusts data management strategies and reporting metrics with feedback from stakeholders, executive management and subject matter experts facilitating process improvement and accurate reporting.
  • Provides expert-level consultation on data related to embodied carbon to help evaluate success, identify opportunities, inform decision-making and demonstrate results.
  • Organizes, analyzes, interprets, and evaluates relevant data.
  • Organizes, transforms, and performs statistical modeling to identify trends, analyze scenarios, and develop forecasts.
  • Gathers, collects, codes, classifies, and enters into computer applications raw data from a variety of sources.
  • Evaluates data for completeness, reasonableness, reliability, accuracy, consistency, and comparability with other data using statistical reasoning and established quality control methods.
  • Performs descriptive statistical analyses of data to produce estimates or other deliverables using spreadsheet, database, and statistical software programs.
  • Evaluates and validates results to determine statistical accuracy and ensure the outputs are reliable and defensible.
  • Investigates fluctuations in statistical results and provides clarifying information to explain them.
  • Evaluates and uses data to tell important stories about Washington's transition to a clean energy economy.
  • Provides expert-level research findings to a broad audience including decision makers, legislators, and stakeholders.
  • Leads collaboration with diverse groups on embodied carbon metrics, opportunity identification and strategic alignment.
  • Oversees strategic alignment and long-range planning activities related to embodied carbon and industrial decarbonization.
  • Builds relationships with government entities, non-profits, industry partners, and professional organizations around data sharing relationships.
  • Responds to a broad variety of requests for information from colleagues, leadership, agencies, community partners, and residents.
  • Works with the Buy Clean and Buy Fair Technical working group to develop and publish required legislative reports.
  • Works to build strong collaborative relationships that will support the work of the State Energy Office, both internally to Commerce and externally with stakeholders.
  • Participates in agency-wide project workgroup opportunities including outcome measures, contracting risk workgroups, strategic initiatives and other opportunities that align with the duties of this position.
  • Provides regular updates to division staff and management on work of these cross-agency initiatives.

Requirements

  • Any combination of the professional level experience in conducting research and analyzing policies, laws, rules, or regulation AND college level coursework in business or public administration, law, or related field totaling eight (9) years.
  • Nine (9) years of experience conducting research and analyzing policies, laws, rules, or regulations.
  • Associate's degree in business or public administration, law, or related field and seven (7) years of professional level experience in conducting research and analyzing policies, laws, rules, or regulation.
  • Bachelor's degree in business administration, public administration, law, public health, health administration, environmental science, engineering or related field and four (5) years of professional level experience in conducting research and analyzing policies, laws, rules, or regulation.
  • Skilled at gathering and synthesizing disparate data from a wide range of sources in a variety of formats.
  • Analytical/problem solving skills and enthusiasm for pushing technical limits and finding creative solutions.
  • Experience applying a range of statistical analyses to practical decision-making contexts.
  • One-year or more experience in interpreting and analyzing data, creating presentation materials and conducting presentations and trainings, Intermediate or better level of database knowledge and experience, demonstrated experience using word processing software, building and editing spreadsheets in Microsoft Excel, and use of internet for research.
  • Demonstrated ability to collaborate and build partnerships among people with diverse and challenging interests.
  • Demonstrates a commitment to equity, diversity, and inclusion.

Nice-to-haves

  • Knowledge of embodied carbon.
  • Skilled at coding as well as software and database development (e.g., Python, R, SQL).
  • Experience with ESRI ArcGIS software, geospatial data, and web-mapping platforms (e.g., ArcGIS Online, CartoDB, Mapbox).
  • Experience with web-based data visualization tools (e.g., Tableau, PowerBI, D3, Google Charts).
  • Experience collaborating with marginalized communities, Tribal communities and vulnerable populations and/or experience centering equity in program design and implementation.
