About the position

The Management Analyst II position within the City of Hayward's Information Technology Department focuses on providing professional and technical support to various departments. The role involves data analysis, budget management, project management, and the development of reports and presentations to enhance public service through technology innovation. Responsibilities

  • Provides professional and technical support to assigned departments and Department Managers.
  • Assists in the development, administration, and implementation of departmental activities.
  • Monitors budget expenditures and resolves problems related to budget management.
  • Researches, compiles, analyzes, and evaluates statistical information regarding administrative and operational activities.
  • Prepares reports, manuals, correspondence, and other materials for projects and meetings.
  • Administers department contracts and agreements.
  • Provides customer service and acts as a liaison to customers and the public.
  • Assists in developing and revising departmental policies and procedures.
  • Analyzes costs and prepares fiscal, administrative, and management reports.
  • Serves as administrative coordinator on capital projects and represents the department at meetings.
  • Implements and administers programs and projects, including program development and management.
  • Researches and processes ordinances for City Council consideration.
  • Provides training to lower-level and new staff as required.
  • Operates standard office equipment and specialized software applications.
  • Builds and maintains positive working relationships with co-workers and the public.
  • Investigates and prepares reports on specific requests and complaints.
  • Gathers and analyzes data on existing programs and prepares proposals.

Requirements

  • Bachelor's Degree from an accredited college or university in business, public administration, or a closely related field.
  • Two years of professional level administrative experience in public administration.
  • Strong background in budget management, forecasting, and data analysis.
  • Experience in process improvements and IT project management.
  • Exceptional communication and interpersonal skills.
  • Ability to analyze data and make effective public presentations.
  • Valid California Class C Driver's License.

Nice-to-haves

  • Experience with financial management and record-keeping technologies.
  • Knowledge of public organization and administration principles.
  • Familiarity with statistical analysis techniques.
