About the position

The Management Analyst (MA5) position at the Washington State Department of Natural Resources (DNR) is a full-time role focused on data analysis and supporting data-driven decision-making within the Office of Legal Affairs and Business Practices. The role emphasizes continuous improvement, ethical business conduct, and the promotion of supplier diversity, particularly for small and diverse businesses. The analyst will lead initiatives, conduct complex analyses, and develop strategies to enhance agency spending with diverse vendors while ensuring compliance with relevant policies and regulations.

Responsibilities

  • Lead the agency Supplier Diversity Initiative, developing and implementing strategies to increase spending with small and diverse businesses.
  • Conduct expert-level analysis of agency business processes and spending, providing recommendations to agency leadership.
  • Develop measures and metrics to track agency spending with small and diverse businesses, setting targeted goals for improvement.
  • Engage in outreach to develop tools and resources for agency staff to assist small and diverse businesses in state contracting.
  • Assist with implementation activities for OneWA and monitor compliance with Supplier Diversity Policy.
  • Create and deliver training and educational tools for agency staff on supplier diversity initiatives.
  • Research and analyze operational deficiencies and lead process improvement activities.
  • Coordinate monitoring and reporting on Pro-Equity Anti-Racism activities in alignment with the agency's plan.

Requirements

  • Bachelor's degree in public administration, business administration, or a related field, or equivalent experience.
  • Two years of experience in organizational change management or diversity, equity, and inclusion initiatives.
  • Two years of project management experience.
  • Excellent written and verbal communication skills.
  • Ability to work independently and collaboratively as part of a team.
  • Skills in team building and motivation.
  • Commitment to diversity, equity, inclusion, and environmental justice.

Nice-to-haves

  • Certification in Project Management.
  • Certification in Lean, Process Improvement, or Change Management.
