About the position

The Management Analyst - Operational position at the New Mexico Department of Transportation (NMDOT) is designed to support the agency in managing and processing vital records and information requests. The primary mission of NMDOT is to provide a safe and efficient transportation system while promoting economic development and preserving the environment of New Mexico. This role is crucial in ensuring that the agency meets its obligations under the Inspection of Public Records Act (IPRA) by coordinating with various staff members across the state to locate and process information requests in a timely manner. The position involves extensive interaction with both internal and external customers, ensuring that critical deadlines are met and that the agency's records are managed effectively. The responsibilities of this position include acting as a liaison to the State Records Center and Archives (SRCA) for the proper disposition of agency records, performing research and administrative tasks related to records management, and providing excellent customer service. The analyst will conduct data analysis and needs assessments for various agency programs and projects, utilizing the Electronic Data Management System (EDMS) and other tracking mechanisms. Additionally, the role requires reviewing, evaluating, and drafting various documents, including reports and contracts, to support the agency's operations. The analyst will also be responsible for capturing and tracking NMDOT records, conducting extensive research to fulfill records requests, and making recommendations regarding relevant documents. This position requires the ability to work independently, manage multiple tasks, and assist in the goal of operating the Records Information Management System (RIMS) more efficiently. The ideal candidate will possess strong organizational skills, analytical abilities, and a solid understanding of records management practices, particularly in relation to IPRA.

Responsibilities

  • Act as an agency liaison to the SRCA to process agency records for proper disposition, scanning, or storage.
  • Perform various research, administrative, and records management related activities.
  • Provide prompt customer service and interact with internal and external customers.
  • Conduct data analysis and needs assessments for various records, agency programs, and projects.
  • Utilize EDMS, various tracking mechanisms, and Internet systems.
  • Review, evaluate, and draft documents, including reports, correspondence, memoranda, and contracts.
  • Capture and track NMDOT records.
  • Perform extensive research and analysis to fulfill IPRA and other records requests.
  • Make recommendations regarding relevant and responsive documents to provide to requestors.
  • Create digital copies of physical records and enter records, information, and data into EDMS.
  • Conduct organizational studies and evaluations related to detailed document requests.
  • Prepare training manuals.
  • Assist RIMS management in operating more efficiently and effectively.
  • Work independently to locate records from multiple media sources.
  • Conduct management surveys to obtain information and feedback concerning Records & Information Management training and client needs.
  • Compile and prepare databases and analyze files.
  • Provide direct support to the General Office, District Offices, the public, and the IPRA manager.
  • Analyze compliance with administrative rules regarding public records retention and disposition.
  • Coordinate the destruction of documents pursuant to SRCA requirements and procedures.
  • Perform business administration duties to ensure RIMS equipment is functioning properly and maintained.

Requirements

  • Associates degree and two (2) years of experience in business and management principles involved in strategic planning.
  • Direct knowledge and experience with IPRA, records management, and retention practices.
  • Advanced research skills and proficiency in Microsoft applications such as Excel and Outlook.
  • Excellent customer service and communication skills.
  • Database management experience and knowledge of electronic document management systems.
  • Forklift operation and pallet jack experience (preferred).
  • Paralegal experience (preferred).
