About the position

The Management and Program Analyst position within the Enterprise Performance Management Team (EPM) at the Department of Transportation focuses on integrating risk management and providing a framework for planning, managing, and evaluating organizational performance. The role involves leading and supporting organizational management, strategic planning, and risk management efforts while ensuring compliance with federal reporting requirements.

Responsibilities

  • Serve as a subject matter expert in organizational, program, and project management, as well as strategic planning.
  • Provide expert advice and guidance to FHWA field and headquarters offices in program evaluation methods, processes, systems, and functional objectives.
  • Demonstrate excellent communication, leadership, and presentation skills by briefing senior leadership on complex issues and effectively conveying data and information to diverse stakeholders.
  • Collaborate effectively as a proactive team player, fostering a positive team dynamic to achieve collective goals.
  • Conduct research and prepare reports or working documents to provide guidance on complex program issues, while also drafting and reviewing correspondence, memoranda, briefings, and other documents related to enterprise activities.
  • Examine, analyze, and identify critical data for managing and directing programs that drive agency-wide change, utilizing data management tools (e.g., Excel, PowerPoint, and PowerBI) and statistical methods to evaluate data collection and analysis techniques.

Requirements

  • At least one year of experience equal to or equivalent to the GS-12 level, including experience in organizational management, strategic planning, and risk management efforts.
  • Experience using qualitative or quantitative methods to analyze, assess, and improve program effectiveness.
  • Experience developing and maintaining cooperative relationships within a team and with stakeholders.
  • Experience utilizing data management tools, such as Excel, PowerPoint, PowerBI, and other statistical tools.

Nice-to-haves

  • Knowledge of the scientific principles, methods, and processes used to conduct systemic and objective inquiry, including study design, collection, analysis, and interpretation of data.
  • Knowledge of project management principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources.
