About the position

The incumbent serves as a non-supervisory Senior Knowledge Manager within the Defense Counterintelligence and Security Agency (DCSA). In this role, the Knowledge Manager is recognized as a subject matter expert and senior staff member responsible for overseeing the strategic knowledge management requirements of the CI Director. This includes the collection, triage, database management, visualization, prioritization, and integration of diverse datasets that support the CI missions and functions of DCSA. The position is critical in ensuring that knowledge assets are effectively leveraged to enhance organizational efficiencies and improve operational outcomes. As a Senior Knowledge Manager, the incumbent will independently develop and implement a change management program aimed at transitioning the CI Directorate to a knowledge-centric culture. This involves creating strategies that stimulate knowledge exchange and building incentive structures to enhance knowledge management (KM) and process improvement implementation. The role requires a deep understanding of KM theory and practices, as well as the ability to analyze organizational goals, practices, and knowledge gaps to assess the effectiveness of various KM and change management processes. The Knowledge Manager will also be expected to possess excellent management, leadership, administrative, and communication skills to function effectively as a change agent within the organization. This position is not only about managing knowledge but also about fostering a culture that values knowledge sharing and continuous improvement across the agency.

Responsibilities

  • Serves as the CI Director Senior Knowledge Manager and process improvement transformation change agent.
  • Independently develops and implements a change management program to assist the CI Director in transitioning to a knowledge-centric culture.
  • Develops strategies to stimulate knowledge exchange and builds incentive structures to enhance KM and process improvement implementation.

Requirements

  • Must be a US citizen.
  • Selective Service Requirement: Males born after 12-31-59 must be registered for Selective Service.
  • Advanced knowledge of KM theory and practices.
  • Extensive experience applying KM concepts, processes, practices, methodologies, and foundational KM techniques and tools.
  • Ability to analyze the goals, practices, structure, resources, operational and knowledge gaps of an organization.
  • Comprehensive knowledge of the CI Directorate leadership priorities, requirements, and strategies.

Nice-to-haves

  • Experience in managing change within a federal agency.
  • Familiarity with the Doctrine, Organization, Training, Materiel, Leadership & Education, Personnel, and Facilities (DOTMLPF) spectrum.
