About the position

The Management and Program Analyst Officer (Test & Evaluation) position within the Department of the Army focuses on supporting chemical, biological, radiological, and nuclear defense (CBRND) acquisition. The role involves ensuring the adequacy of test planning and execution, providing governance and policy for T&E, and developing joint T&E standards in coordination with interagency and international partners. The incumbent will also oversee all T&E activities related to CBRND for the four services, ensuring effective communication and collaboration at high levels of leadership.

Responsibilities

• Lead collaborative efforts to solve issues hindering T&E data required for the evaluation of warfighter CBR defense systems.
• Problem solve for issues with funding, T&E physical and intellectual infrastructure, and test methodologies.
• Brief GO/SES leadership on project progress and monitor, review, and provide recommendations on Congressional requests for documents and information.
• Plan, direct, coordinate, and expedite CBDP projects and actions appropriate for each assignment using qualitative and quantitative analysis techniques.
• Identify, quantify, and evaluate the balance between service requirements, program goals, technical and financial resources, and policies to recommend the best course of action for T&E challenges.

Requirements

• One year of specialized experience coordinating special projects involving T&E capabilities, infrastructure, and facilities planning.
• Experience briefing General Officer (GO)/Senior Executive Service (SES) leadership on project progress and status of ongoing actions.
• Utilization of a wide variety of analytical tools such as life cycle cost and cost-benefit analyses to improve CBDP T&E effectiveness and efficiency.
