About the position

The Management and Program Analyst position is part of the IRS Internal Recent Graduates Program, designed for individuals who have graduated from a qualifying educational institution within the last two years. This role offers a developmental opportunity that includes formal training, mentorship, and project assignments, with the potential for non-competitive promotion based on performance and completion of program requirements. The analyst will assist in developing operational plans, conducting program analyses, and recommending improvements to enhance program effectiveness.

Responsibilities

  • Assist higher graded specialists in developing operational plans for assigned programs.
  • Provide guidelines for program operations to meet established goals and objectives.
  • Coordinate and establish operating methods and procedures for project accomplishment.
  • Establish a system to review, control, and report on project status.
  • Perform operational reviews and prepare program analyses to evaluate program effectiveness.
  • Recommend changes in work methods and procedures based on studies and reviews conducted.
  • Conduct briefings to communicate findings and influence decisions regarding organizational design and resource use.

Requirements

  • Must have graduated from a qualifying educational institution within the last 2 years or be a veteran with extended eligibility due to military service.
  • One year of specialized experience at the GS-07 level or equivalent, or a master's degree or two years of progressively higher-level graduate education in a related field.
  • Must meet time-in-grade requirements for positions above GS-05.

Nice-to-haves

  • Experience in program analysis and evaluation.
