About the position

The Management and Program Analyst position at the Department of Defense is located at the Naval Hospital in Twentynine Palms, California. This role involves working independently or under the direction of a lead analyst to improve production processes and managerial controls. The analyst will develop, evaluate, and recommend improvements to management policies and practices, while also providing support in civilian personnel issues. The position is permanent, full-time, and eligible for telework as determined by agency policy.

Responsibilities

• Work independently or under the direction of the lead Management and Program Analyst on initiatives designed to effect improvements in production processes or managerial control processes.
• Develop, evaluate, and recommend improvements to management policies, practices, organizations, functions, operating procedures, manpower utilization, controls, and structure.
• Provide support in civilian personnel issues to NHTP.
• Assist and provide oversight, continuity of service, and facilitate a smooth workflow.
• Serve as the central point of contact (POC) for civilian personnel administrative services.
• Responsible for the quality and timeliness of completed work products.

Requirements

• One year of specialized experience equivalent to the GS-07 grade level in the Federal service, including experience performing operational audits for manpower utilization and applying analytical techniques to optimize manpower resources.
• Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education in a relevant field such as business administration, human resources management, finance, or operations management.
• Combination of education and experience that meets the requirements.
