About the position

The Management and Program Analyst position is located in the Management Support Unit (MSU) within the Overseas Citizens Services Directorate (OCS) of the Bureau of Consular Affairs. The role involves analyzing, evaluating, and developing operational requirements to implement strategies that support the protection of U.S. citizens both domestically and internationally. The analyst will serve as an advisor, project manager, and liaison for OCS managers, country officers, and support contractors, ensuring effective program management and operational improvements.

Responsibilities

  • Analyze and evaluate operational requirements for the Bureau's Consular Systems and Technology approach.
  • Support data-driven operational and systems changes to advance business model solutions.
  • Represent and advocate for best practices and tools for the OCS business model to stakeholders.
  • Participate in or lead program planning and execution of management and program activities.
  • Manage after-hours duty program and serve as after-hours duty officer on a rotational basis.

Requirements

  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • 1 year of specialized experience equivalent to the GS-11 level in the Federal service for GS-12 applicants.
  • 1 year of specialized experience equivalent to the GS-12 level in the Federal service for GS-13 applicants.
  • Experience implementing and evaluating office programs.
  • Experience assessing procedural problem areas and recommending changes for improvement.
  • Experience preparing and presenting reports and briefings on program status and recommended actions.
  • Experience representing an office in meetings and conferences.
