About the position

The Management and Budget Specialist position at Arlington County's Community Planning Housing and Development (CPHD) Department is responsible for managing the financial aspects of the Neighborhood Services Division (NSD). This role involves overseeing various funding sources, managing budgets, and ensuring compliance with county policies while supporting community engagement and infrastructure improvement initiatives. The specialist will work closely with the management team to forecast budgets, analyze expenditures, and provide financial guidance to staff.

Responsibilities

  • Managing the Division's purchasing and accounting processes.
  • Monitoring capital projects and operating program budgets, expenses, payments, and change orders for accuracy.
  • Providing management of funding sources and budget/expenditure forecasting for NSD programs, including grant administration.
  • Assisting in the development and management of the Division's Operating and Capital Budget.
  • Supporting NSD staff with cost analysis, expense evaluation, and budget forecasting.
  • Developing and managing spending and operating plans for general funds and capital projects.
  • Managing procurement activities including requisitions, Purchase Orders, and invoices.
  • Developing Requests for Proposals (RFP) and related solicitations.
  • Managing monthly reports on the Division's Operational Budget and capital project costs.
  • Assisting in developing Performance Measures to evaluate program effectiveness.
  • Utilizing various software tools to maintain project databases and provide reports to stakeholders.
  • Serving as a liaison between NSD and the Department of Management and Finance (DMF) regarding budget matters.

Requirements

  • Bachelor's degree in Business, Public Administration, Accounting, Finance, or a related field.
  • Considerable experience in finance, planning, and administration of publicly funded programs.
  • Experience in budget preparation, analysis, forecasting, and project management.
  • Strong analytical and problem-solving skills.
  • Demonstrated ability to convey complex financial information effectively.

Nice-to-haves

  • Experience in purchasing, accounts payable, and project management.
  • Ability to develop PowerPoint presentations and convey financial information to diverse audiences.
  • Experience with financial management systems like Microsoft Access, Excel, Power BI, and eBuilder.
  • Supervisory experience leading small project teams and mentoring staff.
  • Knowledge of County purchasing policies or similar experience in government agencies.
