About the position

The Management & Program Analyst position in the Department of Commerce focuses on data analytics and quality management within the Office of Human Resources. The role is essential for ensuring the accuracy, integrity, and availability of USPTO's people data for agency-wide use. The analyst will develop and implement data quality standards, management processes, and governance policies, while also collaborating with employees to represent interests in agency-wide data governance and policy development.

Responsibilities

• Develop and implement data quality standards and management processes.
• Analyze data quality issues and identify improvement opportunities.
• Collaborate with employees to represent interests in data governance and policy development.
• Communicate technical information effectively to influence and persuade stakeholders at all levels.
• Conduct quantitative and qualitative analysis to identify data management problems and recommend solutions.

Requirements

• Specialized experience equivalent to at least the GS-13 level in the federal service.
• Experience in quantitative and qualitative analysis techniques for data management.
• Knowledge of advanced database systems, data warehousing, and associated technologies.
• Experience with project management techniques, especially Agile methodologies (SAFe, KANBAN, SCRUMBAN).
• Strong communication skills, both oral and written, to convey technical information.

Nice-to-haves

• Experience in federal employment or knowledge of federal hiring regulations.
• Familiarity with the USPTO's mission and operations.
