About the position

The Management & Program Analyst (Executive Assistant) position within the Department of the Treasury's Internal Revenue Service (IRS) is a critical role that supports the Taxpayer Advocate Service (TAS) Division. This position involves planning, performing, and coordinating significant managerial assignments that encompass the entire program and functional areas of the Division Commissioner. The role requires a deep understanding of the IRS's mission, organization, policies, practices, and procedures, particularly those specific to the Business Division. The analyst will implement the Division Commissioner's administrative and management decisions, ensuring that desired results are achieved effectively. In this capacity, the analyst will negotiate on policy matters that involve multi-organizational, functional, and operational areas, ensuring that the Division Commissioner's policies and views are well understood and considered. The analyst will represent the Division Commissioner in various contacts with Department of Treasury and IRS officials, as well as representatives from other agencies and non-government organizations. When delegated authority, the analyst will commit programs and functions under the purview of the Division Commissioner to a particular course of action, effectively presenting the Commissioner's views and positions to minimize the need for further consultation. Additionally, the analyst will independently or as a leader of an ad hoc group undertake special studies and investigations, analyzing technical, operational, and administrative problems that may arise in one or more offices or programs. This role is essential for ensuring that the Division operates smoothly and effectively, addressing any issues that may impact its advocacy goals.

Responsibilities

  • Plan, perform, and coordinate significant managerial assignments for the Division Commissioner.

  • Represent the Division Commissioner in contacts with various officials and organizations.
  • Commit programs and functions to a particular course of action when delegated authority.
  • Undertake special studies and investigations to analyze operational and administrative problems.

Requirements

  • Experience with the Services mission, organization, policies, practices, and procedures, including program areas specific to the Business Division.
  • Experience with business operating division and/or human resource programs, and understanding interrelationships among these programs.
  • Ability to communicate effectively and determine appropriate actions based on operations, organizations, and procedures.
  • Experience with oral and written communication to interact with a wide range of co-workers, executives, and leaders.
  • Experience interpreting relevant laws, regulations, and policies to advise on specific questions or problems.
  • Experience analyzing management reports and program areas to identify trends and organizational needs.

Nice-to-haves

  • Experience with organizational and management support systems (e.g., e-performance, SAMS, TAMIS).
  • Familiarity with the Taxpayer Advocate Service's operations and policies.
