About the position

This position is part of the Defense Human Resources Activity. Defense Human Resources Agency's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive, and provide management information, research, and analysis of human resources and other related functional area databases for the DoD.

Responsibilities

  • Develop and promulgate broad policy supporting the identification, authentication, and verification of identities of members of the Uniformed Services, DoD civilians, and other eligible individuals related to the issuance of identity credentials.
  • Conduct reviews in coordination with Military Services and other Federal agencies to determine the adequacy of present directives, regulations, and laws pertinent to the issuance of identity credentials.
  • Maintain and manage DoDI 1000.13, DoDI 100023, and DoDI 13412.
  • Provide policy oversight for the operational aspects of the DEERS/RAPIDS program.
  • Accomplish detailed review, analysis, and evaluation of identity programs, functions, and issues related to the effective development of smart card technology-based Personal Identity Verification (PIV) Credentials.
  • Influence senior managers and officials in the acceptance and implementation of Department initiatives that promote improvements in identity policy and credentialing operations.
  • Collaborate with Congressional staff, Department of State, and other Federal agencies on issues related to the implementation of smart card technology.
  • Perform other duties as assigned.

Requirements

  • Must be a U.S. citizen.
  • Males born after 12-31-59 must be registered for Selective Service.
  • One year of specialized experience equivalent to the GS-13 grade level in the Federal service.
  • Experience in authoring/editing/writing DoD policy directives, directive type memorandums, instructions or manuals.
  • Experience publishing policy to the Federal Register or other similar repositories.
  • Experience implementing policy at an organization level.
  • Strong speaking and writing skills.
