Administration of Human Resource Programs

About the position

The Management & Program Analyst position within the Department of Veterans Affairs focuses on developing long-term strategies to meet the needs of the Education business line customer. The incumbent will monitor and analyze legislation impacting VA education programs, prepare summaries, and collaborate with various stakeholders to ensure effective program management and implementation.

Responsibilities

  • Monitor and track legislation introduced in Congress that impacts VA education programs.
  • Analyze legislation, prepare written summaries, and develop Education Service's views.
  • Gather information, collect data, and work closely with the Office of Resource Management Benefits Budget staff to develop cost estimates.
  • Estimate the amount of General Operating Expense funds needed to implement proposed legislation.
  • Track proposed legislation from introduction to enactment.
  • Prepare draft testimony on VA education benefit programs for congressional hearings.
  • Establish and maintain Memorandums of Understanding and Computer Matching Agreements between VBA and other government agencies.
  • Perform analytical and evaluative work associated with business line and/or program activities.
  • Lead and collaborate with team members to ensure tasks are completed and maintain good working relationships.
  • Conduct research and development projects to support strategies needed to meet customer needs, budget forecasting, or legislative proposals.
  • Analyze data and trends in beneficiary population, recruiting, discharges, participation, and usage of all education programs.
  • Manage and coordinate projects to ensure timely implementation of enacted legislation and other initiatives.

Requirements

  • Mastery in planning and conducting a variety of research and development projects.
  • High proficiency in oral and written communication to prepare reports and summaries of research and development projects.
  • Comprehensive knowledge of the range of administrative laws, regulations, and precedents applicable to the administration of public programs.

Nice-to-haves

  • Experience in federal government operations and policies.
  • Familiarity with budget forecasting and financial analysis.
