About the position

The Management & Program Analyst (Project Manager) position within the Research, Applied Analytics and Statistics Division of the Department of the Treasury is a critical role that involves overseeing and managing various projects aimed at enhancing the operational efficiency of the IRS. The incumbent will work closely with managers and executives to define the overall goals and objectives of projects, ensuring alignment with the Service's strategic objectives. This role requires the preparation of detailed action plans and schedules for project phases, both short and long-term, while ensuring that these plans are consistent with the Service's goals, schedules, and policies. In addition to project planning, the analyst will be responsible for preparing recommendations for resource requirements necessary to accomplish project objectives. This includes negotiating with managers across various components of the Service to secure the needed resources and support. The position also entails establishing a robust system for reviewing, controlling, and reporting on project status, which is essential for maintaining transparency and accountability throughout the project lifecycle. The analyst will plan, coordinate, and establish operating methods and procedures to ensure the successful accomplishment of project missions. This may involve directing the development and implementation of employee training related to the project, thereby fostering a culture of continuous improvement and skill enhancement within the team. Overall, this position is pivotal in driving the success of projects that have a significant impact on the IRS's operational capabilities and service delivery.

Responsibilities

  • Meet with managers and executives to define overall project goals and objectives.
  • Prepare action plans and schedules for various phases of project accomplishment.
  • Ensure project plans are consistent with Service goals, schedules, and policies.
  • Prepare recommendations for resource requirements and negotiate with managers for support.
  • Establish a system to review, control, and report on project status.
  • Plan, coordinate, and establish operating methods and procedures for project missions.
  • Direct the development and accomplishment of employee training related to the project.

Requirements

  • At least one year of specialized experience at the GS-13 level in the Federal service or equivalent in the public or private sector.
  • Demonstrated knowledge of analytical and evaluative methods and techniques, both qualitative and quantitative.
  • Knowledge of Federal laws, policies, regulations, and precedents applicable to the IRS's programs.
  • Understanding of the IRS's overall mission, objectives, functions, policies, and organizational structure.
  • Familiarity with management principles and processes for effective project management.
  • Strong oral communication skills for presenting findings and negotiating solutions.
