Duties
Specific duties include:
* Serve as a liaison between the DMC's internal business lines, external customer, potential customers, and VA leadership
* Coordinate and facilitate complex initiatives requiring team cooperation and action across the agency
* Responsible for assessing priorities and resource needs to meet program objectives through the analysis of related financial and statistical data
* Utilization of organizational change management strategies, application of effective relationship management, and the development and execution of stakeholder communication
* Create, organize, and execute assigned projects, including setting deadlines, assessing priorities and risks, determining resource needs, scheduling and facilitating meetings, and making and communicating adjustments as needed
* Analyzes program activity and determines compliance with regulations and procedures
* Researches and manages projects, regularly monitoring and reporting progress, proactively removing obstacles, seeking input from executive leadership as appropriate, and developing recommendations to mitigate risks and promote efficiency and cost savings
* Develop and execute change management strategies to ensure effective implementation of assigned initiatives through situational awareness of the change and groups impacted
* Facilitate and assists the development of strategic plans to meet organizational objectives and goals
* Design and conduct studies of various complex processes, including employee utilization, resource allocation and delegations of authority to ensure outcome of implementation meets intent of objective
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-9,GS-11.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:01/10/2025.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
* For a GS-09 position you must have served 52 weeks at the GS-07 level.
* For a GS-11 position you must have served 52 weeks at the GS-09 level.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
For GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized Experience is defined as experience as the following:
* Development of projects, programs, or teams, which includes determining program or project needs, procuring resources, and monitoring performance
* Knowledge of laws, rules, regulations, policies, and precedents of related to supporting government operations
OR
* Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree.
OR
* Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of at least 6 months specialized experience and 1 full year of progressively higher level graduate education leading to a master's degree.
For GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized Experience is defined as:
* Oral communication skills to establish and maintain effective work relationships with a broad range of people that often espouse divergent viewpoints and conflicting priorities
* Ability to present complex data and information to audiences of senior managers and executives, special interest groups such as Veterans Services Organization, etc.
OR
* Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree.
OR
* Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of at least 6 months specialized experience and 1 1/2 years of progressively higher level graduate education leading to a doctoral degree.
Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily sedentary although some slight physical effort may be required.
