About the position

The Manager of the Community Reinvestment Act (CRA) within the Division of Consumer and Community Affairs is responsible for overseeing the development and implementation of CRA policy. This role involves analyzing and developing alternative regulatory policy approaches, creating guidance for System consumer compliance examiners, and enhancing the effectiveness and efficiency of the Division's programs and policies. The position operates under the general supervision of the Deputy Associate Director, requiring strong leadership and initiative in managing personnel and policy implementation for assigned sections in the Consumer Protection and Supervision branch. Key responsibilities include supervising the implementation and administration of the Board's CRA-related policy development, conducting research and analysis on the effectiveness of CRA, and overseeing System staff development, including curriculum development. The manager will also coordinate with various sections across the Division that support CRA, ensuring consistency in policy and implementation across banking agencies. This includes engaging with staff at other banking regulatory agencies and managing outreach programs related to consumer protection and CRA. The role requires initiating and overseeing research on complex issues related to CRA management, directing staff to ensure the effectiveness of the Board's CRA program, and conducting performance evaluations. The manager will participate in interagency efforts to promote effective regulatory approaches regarding consumer protection and CRA examination procedures, representing the Board in various forums and communicating with Board members and officials about CRA policy and data analyses. Additionally, the manager may prepare memoranda, articles, speeches, and responses to consumer complaints and congressional inquiries on complex issues.

Responsibilities

  • Supervises the implementation and administration of the Board's CRA policy development, including analysis and development of alternative regulatory policy approaches.
  • Develops guidance for System consumer compliance examiners.
  • Conducts research and analysis on the effectiveness of CRA and alternative policy approaches.
  • Oversees System staff development, including curriculum development.
  • Coordinates with sections across the Division that support CRA, including community development, research, fair lending, and supervision policy.
  • Engages with staff at other banking regulatory agencies to ensure consistency of CRA policy and implementation.
  • Manages outreach programs, including participation in conferences related to consumer protection and CRA.
  • Initiates and oversees research on complex issues related to CRA management.
  • Directs staff to ensure effectiveness and consistency of the Board's CRA program, including training, policies, and procedures.
  • Conducts staff performance evaluations and develops training plans for staff.
  • Participates in interagency efforts to promote effective regulatory approaches regarding consumer protection and CRA examination procedures.
  • Represents the Board and acts as liaison with task force workgroups and outside organizations.
  • Communicates with and makes presentations to Board members and officials regarding CRA policy and data analyses.

Requirements

  • Bachelor's degree and at least nine years of experience in consumer compliance or bank regulatory area, or equivalent work experience and training; or a Master's degree and at least seven years of experience in the same fields.
  • CRA and community reinvestment experience, with an understanding of current CRA regulations and guidance.
  • At least three years of proven experience in managing people and/or projects.
  • Experience managing teams of senior staff and developing work plans and priorities.
  • Strong written and verbal presentation skills, with a writing sample potentially requested.
  • Ability to work in a fast-paced and dynamic environment.
