About the position

This position is responsible for implementing and monitoring sourcing strategies, procedures, and processes for Maintenance of Equipment (MOE) Materials and Services within the Mechanical Department, specifically related to Locomotives and Freight Cars. The role involves supporting the Purchasing Department Leader in developing sourcing strategies, negotiating supplier agreements, and ensuring compliance with purchasing protocols to meet operational requirements.

Responsibilities

  • Support the Purchasing Department Leader in developing and delivering sourcing strategies.
  • Select, negotiate, and execute sourcing for assigned commodities, including supplier partnering agreements.
  • Collaborate with company locations to align sourcing strategies with overall commodity objectives.
  • Ensure purchase orders for Mechanical related goods and services are issued within 24 hours of requisition approval.
  • Perform audits of material purchase activity to reduce costs and ensure adherence to pricing contracts with suppliers.
  • Issue Service Agreements for contractors performing work on company property.
  • Develop and implement plans for process changes to support continuous improvement initiatives.
  • Optimize contracts and one-time purchases to minimize administration and reduce expenses.
  • Provide ongoing support for planning, ordering, and delivery of assigned commodities to ensure on-time delivery.
  • Issue purchase orders as required.
  • Manage relationships and decision-making between Purchasing and Business Units to ensure compliance with rates, supplier relationships, and sourcing strategies.

Requirements

  • Bachelor's Degree in a related field or a minimum of 7 years of related purchasing experience, preferably in the rail industry.
  • Knowledgeable in MOE Materials and Services (Locomotive and Freight Car) and contractor base.
  • Experience in assessing supplier capabilities, negotiating, and executing supply contracts and service agreements.
  • Strong verbal, written, analytical, and negotiation skills.
  • Advanced skills in MS Excel, Access, PowerPoint, and Great Plains or equivalent ERM system.
  • Ability to organize and prioritize work to meet deadlines independently.
  • Experience leading projects and cross-functional work teams to achieve results.
  • Strong problem identification and problem-solving skills.

  • Familiarity with Requests for Proposals and evaluating bids.
